CONSTITUTION OF WORLD FEDERATION OF CHINESE
MEDICINE SOCIETIES (Amended Draft)
CHAPTER 1 GENERAL RULES
Article 1
The name of
the organization is the World Federation of Chinese Medicine Societies and its abbreviation
is WFCMS.
Article 2
WFCMS is an
international non-profit academic organization (mainly) formed by Chinese Medicine
(including integrated Chinese Medicine and Western Medicine) societies, colleges
and universities, and other organizations of various countries (and regions) on
a volunteer basis.
Article 3
The objectives
of WFCMS are to promote the exchanging and cooperation among the Chinese Medicine
societies world-wide as well as the cooperation between the field of Chinese Medicine
and other medical fields. Other objectives include strengthening international academic
exchanges, improving the professional level of Chinese Medicine personnel to inherit
and develop Chinese Medicine, to accelerate the process of modernization and globalization
of the field of Chinese Medicine, to help Chinese Medicine get into the mainstream
of medical and health care systems of different countries, and to make greater contribution
to the health of mankind.
Article 4
The general
headquarter of WFCMS is in Beijing, China.
CHAPTER 2 SCOPE
OF ACTIVITIES
Article 5 The
Scope of WFCMS Activities include:
1. To study,
formulate, release and promote the international organizational standards related
to the field of Chinese Medicine. To regulate management, increase the international
position, and to accelerate the development continuity through the establishment
of Chinese Medicine Standardization.
2. To organize
the member societies and to look into the history and the status quo of Chinese
Medicine and to anticipate future trends in different countries, conduct strategic
research of the globalization of Chinese Medicine and to formulate the plan of development
and explore the road and approach of entering the health care systems in different
countries.
3. To develop
academic exchange, improve academic levels aiming at disseminating Chinese Medicine,
and to accelerate Chinese Medical treatment, education, research and exchanging
in the way of educational and research cooperation.
4. In order
to give satisfactory service to WFCMS members, international information on Chinese
Medicine should be collected and studied with the help of IT and Internet. In order
to disseminate Chinese Medicine culture, its characteristics and advantages, to
make Chinese Medicine theory and practice acceptable in the international market
of health care, and to make the value and model of Chinese Medicine understandable
and acceptable, various levels and directions of exchange and cooperation should
be formulated with the help of personal and products information intercommunication.
5. With the
formulation of training programs, training systems and courses, internet education,
internet consultation and qualification examinations, and to develop global education,
examination and training in Chinese Medicine so as to improve the quality of professionals.
6. To develop
exchange and cooperation with different Fields of Medicine world wide, to learn
from each, absorb the advantages, and to make progress in both sides.
7. To defend
the rights of member societies, and to stimulate Chinese Medicine acceptance in
the health care systems in different countries.
8. To award
those societies and persons who have made outstanding contribution to the dissemination
of Chinese Medicine.
9. The other
objectives which should be carried out according to the objectives of WFCMS.
CHAPTER 3 MEMBERSHIP
Article 6
WFCMS is composed
of members of societies of Chinese Medicine, senior individual members, cooperation
program members and honorary members.
Article 7
Qualifications
for joining the organization are as follows:
1. Society
membership:
⑴ Any member society
shall apply for a membership voluntarily with a promise to observe the Constitution,
pay the membership fee on schedule and work actively within WFCMS.
⑵ Any registered
Chinese Medicine societies, medical, educational and research organizations in its
respective country.
⑶ Any society or
organization of Chinese Medicine that has a history for more than one year and with
more than 30 members can be the member of the organization. (If the number of members
is less than 30 because of lack of Chinese Medicine professionals in that country
or region, the case will be settled as the organization sees fit.
⑷ The society of
Chinese Medicine has to have its own office/address.
⑸ The society of Chinese
Medicine has to have its own constitution which tallies with the related law and
status of its own country or region.
⑹ The society of Chinese
Medicine has to have its funds.
⑺ The main members
of any society of Chinese Medicine intending to join the organization shall have
one of the following qualifications:
1) They are either registered or licensed
practitioners of Chinese Medicine or herbal pharmacists in their own countries (or
regions).
2) They are licensed practitioners
of Chinese Medicine or herbal pharmacists in their former countries (or regions)
where Chinese Medicine is legalized and then they have moved to the countries (or
regions) where Chinese Medicine is not legalized.
3) They are
registered doctors or pharmacists of Western medicine who have received systematic
training of Chinese Medicine (or acupuncture), and at present they are practicing
Chinese Medicine or integrated Chinese and Western medicine.
2. Senior individual
member:
A senior individual
member denotes an individual who has been Council Member of Council Board or Executive
Council Member of Supervision Board for more than two terms, is not participating
in the election representing the former society, but is still dedicated to the diffusing
of Chinese Medicine and willing to contribute to the development of WFCMS.
The senior
individual member must have worked in the field of Chinese Medicine or integrated
Chinese and Western medicine for more than 30 years with outstanding success and
prestige in his own country (or region), and who has made significant contribution
to the development and international dissemination of Chinese Medicine. Senior individual
members should obey the Constitution of WFCMS and pay the membership fee on schedule.
3. Cooperation
program member.
The Cooperation
program member denotes an individual who has been engaged in Chinese Medicine activities
or relevant public welfare activities through long term cooperation programs within
the WFCMS and make contributions for the Chinese Medicine globalization and also
maintaining a good reputation could apply for the membership. Cooperation program
members should obey the Constitution of WFCMS and pay the membership fee on schedule.
4. Honorary
member:
The honorary
member denotes the celebrity who dedicates to Chinese Medicine and makes contribution
to the globalization of Chinese Medicine, particularly to the development of WFCMS.
The title had been conferred from WFCMS. Honorary members do not have to pay a membership
fee.
Article 8
Procedure for
joining the organization:
1. Anyone who
intends to join the organization shall hand in a written application to the Secretariat
and submit the following documents:
⑴ To fill out the application
form and hand in the resume of the chief, deputy-chief and Secretary-General (their
bareheaded photos enclosed).
⑵ To supply a list of
all its members (each member with his bareheaded photo enclosed, if available).
⑶ To surrender a copy
of its registration form.
⑷ Anyone who wants to
apply for a senior or honorary membership or cooperation program member shall fill
out a form related to his or her outstanding achievements.
⑸ To pay the registration
fee once only (including the cost of production).
2. After a
preliminary review by the Secretariat, the application of the member societies and
cooperation program members are submitted to the Executive Council for review. Membership
would be granted by a single majority of vote or correspondence vote of the Executive
Council. Senior individual members should apply individually, honorary member be
recommended by the Secretariat, and both be approved by Chairpersons Conference.
3. All kinds
of the membership certificate are issued by the general headquarter and renewed
every four years to member society, senior individual member, cooperation member,
and honorary member separately.
"Society Member
of WFCMS" is written on the cover at the conspicuous place of a membership certificate,
while the seal of WFCMS is affixed on the certificate. The certificate is renewed
every four years.
Article 9
When any other group inconsistent with Article 7 (e.g. non-professional group of
Chinese Medicine but with activity of Chinese Medicine)
wants to join the organization,
admission shall be based on a 2/3 majority of vote of the Council.
Article 10
The society
membership, senior individual members and cooperation program member enjoy the following
rights, while the honorary members enjoy the rights from 4-6:
1. To have
the right to elect deputies based on the quota to attend the General Assembly.
2. To have
the right to vote and to stand for election.
3. To raise
criticism, suggestion and have the right of supervision upon the work of WFCMS.
4. To have
priority to participate in the world academic conference on Chinese Medicine, symposiums
or other events sponsored by WFCMS, and enjoy preferential treatment.
5. To have
the regular communicating channels with WFCMS and priority to get update information
and other materials of WFCMS.
6. To join
or withdraw from the organization on a volunteer basis.
Article 11
Obligations:
1. To observe
the Constitution of WFCMS, actively participate in the events sponsored by WFCMS,
perform the work assigned, carry out the resolutions of WFCMS and uphold unity
2. To pay membership
fee on schedule.
3. To strive
to make Chinese Medicine to get into the Health Care Systems in different countries,
maintain just rights and the international prestige of WFCMS.
4. To disseminate
and implement the Chinese Medicine International Organization Standards which formulated
by WFCMS.
5. To raise
suggestions and comments, to report its work and supply related information to WFCMS.
Every member society should submit an annual report each year.
Article 12
Any member
who wants to withdraw from the organization shall submit a written application and
go through a procedure in the Secretariat. The membership certificate shall be cancelled
and the dismissed status shall be reported to the Executive Council Board as well
as made public on the web page of WFCMS.
Article 13
Membership
shall be terminated for one of the following reasons, and the dismissed status shall
be made public on WFCMS web page. The Chairpersons Conference by a single majority
of vote shall decide termination of membership.
1. Failure
to take part in the events sponsored by WFCMS for two years
2. Failure
to fulfill the obligations
3. Serious
violation of the Constitution of the organization or engaged in activities against
the objectives of the organization
CHAPTER 4 ORGANIZATIONAL
STRUCTURE, ELECTION, RECALL AND RESPONSIBILITY OF THE ORGANIZATION AND LEADING STRUCTURE
General Assembly
Article 14
WFCMS has a
chairperson, vice-chairpersons, members of the Executive Council and Council and
the General Assembly. The highest authority is the General Assembly of the organization.
Article 15
Distribution
of the quota of deputies:
The number
of deputies of the General Assembly is related to the society‘s actual number listed
in its registration form at the Secretariat of WFCMS. One deputy is elected when
the society has less than 100 members, two deputies for 101-500 members, three deputies
for 501-1000 members, four deputies for 1001-2000 members, five deputies for 2001-5000,
six deputies for 5001-10000 members. The maximum is 6 deputies for each society.
The number of the society must be consistent with the member registration form submitted
to the Secretariat. The senior individual member, cooperation program member and
honorary members can be deputies, but they are not in the quota of deputies. Ten
is the maximum and they were recommended by the previous chairperson.
Article 16
The participants
of the General Assembly are the regular, specially invited and non-vote deputies.
It shall be held only when over 1/2 deputies are present and the resolutions are
only valid when they are passed by a single majority of vote.
Article 17
The General
Assembly opens every four years and it could be held separately or concurrent with
the World Conference on Chinese Medicine. On special cases the General Assembly
can be convened before or after the due date, and the decision has to be made by
vote of the Chairpersons Conference, one year is the permitted time to move up or
delay the General Assembly.
Article 18
Any member
society that intends to host next General Assembly shall submit a written application
with the suggested place of the meeting to the organization two years before the
next General Assembly and fill out the application form, and on the present session
of the General Assembly it shall state its reasons.
Decided by vote of the Council Board, the host and place shall be confirmed
and publicized. An agreement shall be signed between the host and Secretariat of
WFCMS. When there are two or more societies apply for hosting the next General Assembly
the one that gets the majority of vote wins. If the winner could not be afford to
host the meeting after the voting, this applied member society is required to present
a written report to the organization one year before the meeting.
Article 19
Functions of
the General Assembly:
1. To draw
up and revise the Constitution.
2. To review
the working and financial reports of the former Council.
3. To elect
the Council Members, Executive Council Members, Vice-Chairpersons, Chairpersons,
Secretary-General and Treasurer as well as the Executive Members, Vice-Chairpersons
and Chairpersons of the Supervision Board.
4. To review
the working plan of the present Council.
5. To review
other necessary matters.
Council and
Executive Council
Article 20
The Council
and Executive Council are the standing organs and leading body when the General
Assembly is not in session. The Council is responsible for the General Assembly.
The Council has its plenary session at least every year. Executive Council has its
session at least every year, and it could be held together with Council meeting
or separately. It could also be held through Internet. For emergency cases the Council
and Executive Council may call a special meeting or an Internet correspondence meeting
to take a vote for the related issues.
Article 21
The WFCMS Council
is made up of the following parts:
One Chairperson,
about 16 Vice-Chairpersons (including the Secretary-General and Treasurer), about
100 Executive Council Members (including the Chairperson and Vice-Chairpersons),
and nearly 180 Council Members(including the Executive Council Members) for a term
of 4 years.
Article 22
The preliminary
candidates for the Chairperson, Vice-Chairpersons, Secretary-General, Treasurer,
Executive Council Members and Council Members, and the Chairperson, Vice-Chairpersons
and Executive Members of the Supervision Board are nominated by the Secretariat
according the recommendation from member societies, and decided by Chairpersons
Conference with consideration of a balanced distribution of continent, society,
profession and age, and then elected by the General Assembly by single-candidate
election. The election is valid only when they are passed by a single majority of
vote. The members of the first Council are decided through consultation with the
founding members.
Article 23
The Council
is elected every 4 years and all the members can be reelected. A maximum of three
terms of the position are the basic principle. The members may not exceed the age
of 70. Anyone who needs to prolong his term because of the demands from his job
shall be nominated by the Secretariat, approved by chairpersons meeting and he can
be candidate for the election.
If the positions
of Vice-Chairpersons, Executive Council and Council Members become vacant, the proposed
name list is put forward after deliberations within quota country (region) or the
continent. The candidates are reviewed by the Secretariat, confirmed by the Chairpersons
Conference (or Correspondence Meeting) by vote and then they are adopted by vote
at the Executive Council Meeting once every year.
Article 24
The Council
meeting can be legally held once a year only if the attendance of the deputies reaches
the quorum of a single majority, and the resolutions are valid when they are passed
by a single majority of vote. To reduce the cost of participants, improve working
effectiveness, except Council meeting and big issues, the meeting may be held through
Internet or correspondence. If there is no objection before the deadline, it will
be regarded as affirmative vote.
Article 25
Qualifications
for the WFCMS Council Members:
1. He/She must
be a member of the WFCMS Member Societies or a senior individual member of WFCMS
or cooperation program member with higher prestige in the organization and in WFCMS,
in his/her country (or region), and concern much about development of Chinese Medicine
globalization. He/She must actively work for the WFCMS with dedication, with open-up
spirit, with organizational ability and ability of social activity.
2. Council
Members, Executive Member should publish at least one paper in public journals every
year, and Vice-chairpersons should finish and submit one annual research report
to the Council Board with the help of the Secretariat.
3. He/She should
have time and financial guarantee to participate in the relevant activities of WFCMS
and carry out the relevant job.
4. He/She must
be younger than 70 years old in principle.
5. He/She is
in good health to carry out the task.
Article 26
Functions of
the Council:
1. To perform
the functions of the General Assembly when it is not in session.
(1) To decide
the venue and host of the next General Assembly.
(2) To sub-vote
for personnel adjustments for the positions above Council Members of the Council
Board and the Supervision Board.
2. To review
and approve International Organization Standards which are formulated by the WFCMS.
3. To review
and approve nominates of Chinese Medicine International Awards.
4. To analyze
situations, study strategy, and make decisions to issues related to Chinese Medicine
globalization and WFCMS development.
5. The other
big issues which should decided by the Council.
Article 27
Functions of
the Executive Council Board:
1. To review
the report of work done in the previous year and the working plan of the next years.
2. To review
and accept new members and the related issues.
3. To review
and approve structure plan for the Specialty Committees.
4. To review
the major program which is about to start.
5. The other
big issues which should decided by the Council.
Chairpersons
Conference
Article 28
Chairpersons
Conference is the core conference to the Council and the Executive Council, and
is responsible to General Assembly, Council and Executive Council. Chairperson may
call and preside the Chairpersons Conference at any time (the Chairperson, Vice-Chairpersons,
Secretary-General and Treasurer participating the meeting)if necessary.
Article 29
Functions of
the Chairpersons Conference:
1. To implement
the resolutions of the General Assembly, Sessions of the Executive Council and Council
Board.
2. To review
and approve the nomination of the candidates for the Chairperson, Vice-Chairpersons,
Secretary-General, Treasurer, Executive Council Members, Council Members, and the
Chairperson and Vice-Chairpersons as well as Executive Members of the Supervision
Board, and submit the candidates list to General Assembly for election.
3. To decide
important issues of the routine work, such as the termination of membership, convening
the General Assembly, Council Meeting, Executive Council Meeting before or after
the due date, venue of the World Congress of Chinese Medicine every year.
4. To appoint
the Deputy-Secretaries-General, members of the Advanced Specialist Advisory Committee
and Consultative Committee.
Article 30
When a vacancy
occurs in the presidency, the position shall be filled by one of the Vice-Chairpersons
on the suggestion of the Executive Council until a new Chairperson is elected.
Article 31
Functions of
the Chairperson:
1. To call and preside the Chairpersons Conference, Executive Council and Council
Meetings.
2. To review
the implementation of the resolutions adopted by the General Assembly or Council
Meeting
3. To sign
important documents on behalf of WFCMS.
Article 32
Functions of
the Vice-Chairpersons
1. As the essential
part of the Chairpersons Conference, the Vice-Chairpersons should participate in
the conferences on schedule, present proposals actively, report the demands of the
members to the Board timely, and cooperate with the work of the Chairperson.
2. Should be
of good moral standing and undisputed reputation in their own countries, regions
and continents. Unite and lead the fellows of Chinese Medicine, and obey the Constitution
of WFCMS.
3. Conduct
researches and investigations so as to provide guiding proposals to the strategic
development of WFCMS.
Article 33
The Chairperson,
Vice-Chairpersons, Secretary-General, or Treasurer can be the legal representative
of WFCMS according to actual conditions.
Board of Supervision
Article 34
The Board of
Supervision is an inside supervisory organ for WFCMS with the rights to supervise
the Chairpersons Conference, Executive Council, Member Council, leaders, the Secretariat,
member societies and individual members of the organization, and make disciplinary
proposals for those (societies or individuals) who have violated the Constitution
or resolutions.
Article 35
The Board of
Supervision is made up of 17-21 persons, including one Chief Supervisor, 5-7 Deputy
Supervisors and 10-15 Executive Members. Executive Members of the Board of Supervision
may join the session of the Council Board, Vice-Chairpersons the session of the
Executive Council Board, and Chairperson the Chairpersons Conference. All of them
can state their views on the meeting and they have a right to vote.
Article 36
Qualifications
for the Members of the Board of Supervision:
1. The organization
in which he/she is must be a member society of WFCMS or he is a senior individual
member, cooperation program of WFCMS himself/herself.
2. He/She must
have good reputation, right decencies, be just, and have no fraudulent or major
criminal record.
The Secretariat
Article 37
The Secretariat
serves as an office for the routine work of WFCMS with one Secretary-General and
several Deputy Secretaries Generals. The office of the Secretariat is located in
Beijing, China.
Article 38
The main duties
of the Secretariat of WFCMS are: dealing with the routine work of WFCMS under the
leadership of the Council Board, formulating and implementing the work plan according
to WFCMS objectives and resolutions.
Article 39
The Secretary-General
is responsible for all the work of the Secretariat. The Secretary-General is in
charge of the routine work of the Secretariat and takes responsibility for the General
Assembly, Chairpersons Conference, Executive Council Board and the Council Board
when they are not in sessions. As the assistants to the Secretary-General, the Deputy
Secretaries Generals should cooperate with the work of the Secretary-General, and
have responsibility to the Secretary-General. When the position of the Secretary-General
becomes vacant, a temporary Secretary-General shall be nominated by the Chairperson,
and when he is approved by the Council Board, the nominated Secretary-General takes
his position until a new Secretary-General is elected.
Article 40
Functions of
the Secretary-General:
1. According
to functions and objectives of the Secretariat that, entrusted by the solutions
of WFCMS, the Secretary-General should lead the Secretariat to carry out their tasks
actively, and collect information, study strategy, work out plans, propose implementation
program and to organize their implementation.
2. To submit
the annual report to WFCMS General Assembly, Council Board, Executive Council Board
and the Chairperson Conference. To propose the plan for the year, and any major
programs, to formulate working discipline, to lead implementation after the plans
have been submitted and approved by relevant meetings.
3. To cooperate
and communicate with other organizations, to create a peaceful and harmonious environment
for the development of the field of Chinese Medicine on behalf of WFCMS.
4. To nominate
Deputy-Secretaries-Generals, members of the Advanced Specialist Advisory Committee
and Consultative Committee.
5. To decide
employment of the office workers of the Secretariat and the supporting service organs.
6. To deal
with other routine work which is related to the Secretariat.
Article 41
The Deputy-Secretary-Generals
are classified into two categories: sole duty Deputy-Secretary-Generals and sideline
Deputy-Secretary-Generals. The sole Duty Secretary-Generals are nominated by the
Secretary-General and approved by the Chairpersons Conference, but the sideline
Deputy-Secretary-Generals are engaged by the Secretary-General if necessary.
Article 42
Functions of
the Treasurer
1. To be in
charge of the assets, materials and management of funds to guarantee the smooth
functioning of the organization.
2. To make
a draft budget and final accounts and submit them to the Executive Council or General
Assembly for approval.
3. To formulate
the detailed regulation of the revenue and expenditure and supervise and check up
the items of revenue and expenditure.
Recall
Article 43
If the Chairperson,
Vice-Chairpersons, Secretary-General, Treasurer, Executive Council Members, and
Council Members have seriously violated the Constitution or WFCMS resolution with
no regret after admission or being sentenced as guilty, the one should be recalled
from his/her position.
Procedure of
the Recall: According to the report or suggestion from his/her organization, verified
by the Secretariat, discussed and proposed by the Supervision Board, approved by
Member Council, the decision will be issued.
Chapter 5 Honorary
Positions and Special-Engaged Positions
Article 44
To encourage
those who have made great contribution to the construction and development of WFCMS,
honorary positions including Honorary Chairpersons, Honorary Vice-Chairpersons,
Honorary Executive Council Members and Honorary Council Members are set up.
Article 45
The honorary
positions are nominated by the Secretariat and approved by the Chairpersons Conference.
Each position will serve a four-year term and reappointments are allowed.
Article 46
Those who have
extraordinary contribution to the work of WFCMS can be granted Special-Engaged Positions.
The Special-Engaged Positions are nominated by the Secretariat and approved by the
Chairpersons Conference. Each position serves a four-year term and reappointments
are allowed.
Chapter 6 Advanced
Specialist Advisory Committee and Consultative Committee
Article 47
WFCMS has an
Advanced Specialist Advisory Committee, which mainly functions at the support and
guidance to the work of WFCMS. The committee is nominated by the Secretariat and
approved by the Chairpersons Conference. The Committee Members of the committee
can attend as a nonvoting delegate in the Conference of the Council Board, Vice-Chairpersons
in the Conference of the Executive Council Board and Chairperson in the Chairpersons
Conference.
Article 48
WFCMS has a
Consultative Committee, which mainly functions at providing consultants and cooperation
for WFCMS. The members of the Consultative Committee are nominated by the Secretariat
and approved by the Chairpersons Conference. The members, Vice-Chairpersons and
Chairperson have the right to attend the session of the Council Board, Executive
Council Board and the Chairpersons Conference respectively as observers.
Chapter 7 Specialty
Committees and Working Committees (Guiding Committees)
Specialty Committees
Article 49
WFCMS has the
Specialty Committees, which serve as the bridge and link between WFCMS and different
subjects and professions. The main task of the Specialty Committees is to provide
a platform for the academic research, technique exchange, promotion of the achievements,
personnel training, cooperation, and information sharing among all subjects and
professions.
Article 50
The basic qualifications
for the establishment of a Specialty Committee are as below:
1. Having proper
basis of the differentiation of the subject and a stable future direction of development;
2. Having a
stable staff with high professional capability;
3. Having financial
support to conduct certain activities among members.
Article 51
Each Specialty
Committee can include a Chairperson, a Secretary-General, several Vice-Chairpersons,
Deputy Secretaries, Executive Council Members, and Council Members. The Chairperson
of the committee should be well-known in the expertise of great attainments within
that specialty. The Secretary-General should be an expert with the vigor and intentness
of youth with an ability at developing and organizing activities. All the positions
should be elected through democratic elections and be re-elected every 4 years.
Article 52
Each Specialty
Committee should hold no less than one professional conference every year and summit
the annual work report to the Secretariat timely.
Working Committees
(Guiding Committees)
WFCMS has Working
Committees and Guiding Committees.
Article 53
Working Committees
consist of the professionals in that field. The main task of the working committees
is to conduct expound and proof the significant decisions, standard systems, work
plans, while developing essential techniques and implementing projects, to organize
to and carry out work plans with the approval of such
procedures.
Article 54
The internal
structure and managing methods should be carried out by following those of the Specialty
Committees.
Article 55
The working
conference of the Working Committees can be held as necessary.
Chapter 8 Academic
Conferences
Article 56
Sponsored by
WFCMS, the World Congress of Chinese Medicine is held annually together with the
session of the Council Board, or it could be held separately.
Article 57
Any member
society that intends to host the World Congress of Chinese Medicine shall submit
a written application with the suggested place of the meeting to the organization
two years before and fill out the application form, and then present the reasons
and advantages at the Chairpersons Conference. Decided by vote of the Chairpersons,
the host and place shall be confirmed and publicized. An agreement shall then be

Article 58
The World Congress
of Chinese Medicine should give expression to the highest level of the academic
development of Chinese Medicine and the latest achievements of the scientific development
of Chinese Medicine.
Article 59
WFCMS encourages
the member societies and the Specialty Committees to organize regional academic
conferences as frequently as possible so as to liven up the academic atmosphere
of Chinese Medicine and push it forward.
Chapter 9 Membership
Certificates
Article 60
Membership
certificates are conferred on the official members, including member societies,
members in the member societies, members in the Specialty Committees, Senior Members,
Cooperation Program Members and Honorary Members by WFCMS.
Article 61
There are two
kinds of membership certificates, the certificates for the Member Societies and
the certificates for individuals.
Article 62
Membership
certificates are made and conferred under the unified management of WFCMS and shall
be registered and re-conferred every term.
Article 63
Membership
certificates shall be properly kept. Any duplicating, lending and transmitting are
forbidden.
Chapter 10
The Emblem of WFCMS
Article 64
WFCMS has its
own emblem, which is composed of the inner, middle, and outer circles. The inner
circle is a world map with the background of Yin Yang fish (also known as Taiji
diagram, consisting of a circle with S-shaped dividing line between yang and yin
halves). The middle circle is in dark blue, with the English abbreviation of World
Federation of Chinese Medicine Societies in white on the upper part. The lower part
of it is some decorations closely linking to the inner circle. The lower part of
the outer circle is the photo of the Great Wall of China, with a full name of WFCMS
in English at the upper part of it. The Chinese name is located at the lower part.
The basic color of the emblem is white and dark blue, which meets the habits of
most countries. The implied meaning of the emblem is in the attachment of the Constitution.
Chapter 11
Amendments to the Constitution
Article 65
If amendments
to the Constitution are necessary, the Secretariat should collect the opinions and
ideas broadly then raise an Amended Draft. With the discussion within the Council
Board, the amendments could become official only after the vote on the General Assembly.
Chapter 12
Expenditures, Funds Managements, and Use Principles
Article 66
Funding sources
of WFCMS:

Article 67
The Council
Members who do not take full time involvement in the routine work of the Secretariat
of WFCMS are regarded as volunteers.
Article 68
WFCMS has a
strict financial management system to assure the legality, truth, accurateness and
completion of the accounting documents. The principle of the management is to broaden
sources of income and reduce expenditure and to ensure the smoothness of the development
of all work in WFCMS.
Article 69
WFCMS has full-time
accounting personnel and they are not permitted to serve as cashiers. The accountants
must have experience in accounting assessment according to the relevant regulations
and laws under supervision, and work to increase the efficiency of the capital usage.
When they transfer to another job or resign a handing over procedure must be completed
according to the relevant regulations.
Article 70
The financial
management of WFCMS accords with the requirements of the national financial and
material management system and it is supervised by the Treasurer and Financial Department
of China. Funds from the financial allocations or social donations shall be audited,
and the result of the audit shall be revealed to the General Assembly or society.
Article 71
Make the annual
budget and final accounts deliberately. In each year and before the expiration of
the term of office or change of the official representative, an independent audit
shall be completed.
Article 72
The assets
and funds of WFCMS can never be embezzled, illegally allotted or diverted.
Article 73
All Member
Societies of WFCMS should perform the obligation of paying a membership fee. The
standards of the membership fees are is as follows:
1. Each Senior
Individual Member and Cooperation Program Member for $100 USD every year.
2. Member Societies:
≤100 members for $ 200 USD Annually
101~500 members
for $ 400 USD Annually
≥501 members
for $ 600 USD Annually.
Chapter 13
TERMINATION PROCEDURE AND AFTERMATH FINANCIAL MANAGEMENT
Article 74
A termination
motion shall be raised to the Chairpersons Conference by the Secretariat when WFCMS
has fulfilled its mission or disbands by itself, or splits or merges into another
institution.
Article 75
The termination
motion shall be approved by the Executive Council and the General Assembly by vote.
Article 76
Before the
termination of WFCMS, a clearing department shall be set up to clear up liabilities
and deal with the aftermath, during which other functions are suspended.
Article 77
The registration
of WFCMS at the Ministry of Civil Affairs, PRC, shall be nullified after the termination
procedure is completed.
Article 78
The surplus
funds of WFCMS after termination shall be used to aid other activities related to
the objectives of WFCMS according to the decision of the Council.
Chapter 14
Supplementary Rules
Article 79
The present
Constitution is valid from September 25, 2003 when it was adopted by vote by the
General Assembly. The 1st Amended Draft is issued as approved by the 2nd General
Assembly dated on Dec.17th, 2007.
Article 80
The final right
of interpreting the Constitution belongs to the Council Board of WFCMS. Matters
not mentioned in the Constitution are to be decided by the Council Board.
Article 81
The working
languages of WFCMS are Chinese and English.
Article 82
The Constitution
is written in Chinese and English and both texts are equally authentic.

Explanation
of the Emblem of
World Federation
of Chinese Medicine Societies
The emblem
of World Federation of Chinese Medicine Societies is composed of the inner, middle
and outer circles. The inner circle shows a world map in the background of Yin Yang
Fish (also known as Taiji diagram, consisting of a circle with S-shaped dividing
line between yang and yin halves), implying that WFCMS is an international organization
composed with representatives from all over the world, aiming at the development
of Chinese Medicine. The middle circle is in the color of dark-blue, the white letters
on the upper part are the abbreviation of World Federation of Chinese Medicine Societies,
which gives an impression of clearness and is striking in order to be easy to remember.
The green decorations closely linking to the inner circle can be understood as holding
the earth with two hands, implying the great mission undertaken by Chinese Medicine,
and that we should contribute more to the health of all humans with our own hands.
It also can be interpreted as two pieces of leaves, implying that Chinese Medicine
is a kind of natural, green and safe product. The lower part of the outer circle
symbolizes the Great Wall of China, implying that Chinese Medicine originated from
China, as China is a powerful backing of promoting Chinese Medicine. It also implies
that WFCMS, similar to the Great Wall, is indestructible, with a full name of WFCMS
in English at the upper part and a Chinese name at the lower part, representing
English and Chinese as working languages in WFCMS. The basic color of the emblem
is white and dark-blue with some decorations in green implying for vigorous live
and light brown for the land. The whole emblem is direct and clear with a strong
sense of third dimension, which meets the habits of most countries.
